The Federal Revenue Authority on Thursday launched a “whistleblower” program for tax violations and evasion, which aims to promote community control in local markets, raise the level of tax compliance and reduce cases of evasion. tax in the UAE.
The initiative called “Raqeeb” was launched in line with the Cabinet decision to raise public awareness and increase compliance rates. It is effective as of today, April 15, 2022.
The scheme allows the AFC to receive reports from individuals on cases of tax evasion, tax evasion and violation of tax laws. It also allows the authority to verify reports and issue monetary rewards to informants when certain conditions are met, the FTA said in a statement.
The program aims to improve transparency and competitiveness in business, increase tax compliance rates, and strengthen tax awareness and societal confidence in the tax system. It also motivates individuals to assume their social responsibilities and contribute to the fight against tax crimes. The program grants informants monetary rewards if the report leads the authority to collect tax amounts worth more than Dh50,000.
Khalid Ali Al Bustani, Chief Executive of the FTA, said the campaign is in line with the leaders’ directives to implement the tax system according to the highest standards that drive the growth of the national economy, ensure transparency and maintain economic momentum by providing a legislative environment that encourages self-compliance and keeps pace with change through the continued publication of rulings in accordance with interim requirements.
“By implementing the Tax Abuse and Whistleblower Program, the Authority strives to provide all segments of the community with the opportunity to contribute to regulatory efforts, help protect markets and public funds against tax evasion, foster compliance of all taxpayers and prevent illegal practices,” he added. “The program helps to strengthen the concept of community partnership to reduce harmful practices in the markets and help safeguard the UAE’s financial resources.Tax evasion is one of the most significant challenges facing tax systems around the world, given that it is an illicit practice that harms economic systems, and that tackling these practices requires joint efforts by government and society,” Al Bustani said.
The FTA has called on all members of the community to join in the effort through the program, which provides a simple and clear mechanism for reporting tax violations. Reporting information can be submitted through the FTA website, which also includes a comprehensive guide on the program, reporting procedure, criteria and mechanism for obtaining monetary rewards for reporting, and other introductory, legal and procedural issues related to the program.
The tax crime reporting mechanism upholds the highest standards of confidentiality and ensures that the identities of whistleblowers are not disclosed to any party, and provides them with full protection and immunity to ensure that they are not exposed to detrimental consequences for carrying out their social responsibilities by reporting illegal practices.
The program also ensures that the tax system is implemented fairly, without evasion or fraud, and reduces the length of investigations related to cases of tax evasion and violations of tax laws, by providing additional evidence on which the Authority can build on its procedures to ensure accurate tax collection and ensure greater efficiency in audits, thereby curbing tax evasion, according to the FTA statement.
